## Neutral interpretation

2. Repeated passages by calm Ridgeford animals succeed within published handler, spacing, load, and stop limits. One approach stone is reset after a hoof strike; no unacceptable core movement appears. The western crossing is certified only for small supervised cattle groups during stable water and footing, with Evin's closure authority intact. It is not all-weather or mass-herd capable.
3. Northbarrow receives the exact record and formally requests its first seasonal passage under the same host, crowding, closure, and safety terms. The request is now eligible but does not become an unrestricted right or meadow claim.
4. The upland route remains the fallback, with one post-storm closure and a clearer holding-feed account.
