## The council ends in public

At the full-moon gathering, the Spring Stewardship Council reads its last account: fuel protected and spent, fish accepted and refused, racks maintained, rescue cordage withheld, and household labor carried.

One senior-crew speaker asks whether ending coordination now risks wasting what the run produced. Varo answers from the store and fuel count. Toren argues for the customary authority of boat captains and net crews after the emergency. Luma and Eska state which water, rack, and shelter decisions must return to their ordinary keepers.

The gathering recognizes that the preservation surge has ended. The council's mandate expires as promised.

The six work groups choose or reaffirm spokespeople for ordinary full-moon gatherings. Any household may bring a dispute or proposal, but the spokespeople gain no standing control over boats, nets, fuel, food, stores, or fishing sites. Luma, Eska, Varo, and the boat captains visibly resume their domains.

## What the reserve requires

The final inspection finds dampness in one fish load and worn lashings on a rack. Varo separates the affected fish. Most is reworked for near-term meals; a small spoiled portion is recorded and discarded. Eska's crews replace the worn lashings and keep all three racks braced and weather-protected.

Covered wood is marked usable only where it is truly dry. Warmth, cooking, emergency fuel, rescue cordage, working boats, racks, and shelter keep their protection.

Toren's crews make only short local trips matched to immediate meals and remaining preservation space. The earlier high landing is not repeated after its supporting run and fuel conditions have gone.

## The closed entry

One calm comparison shows more juvenile signs at the cut-stake entry. A later post-storm comparison is muddy and less certain. Disturbed ground and a deficit against the nearby comparison remain.

Neri and Luma do not treat the better observation as proof of recovery or the storm observation as proof of new harm. The entry remains closed to nets and fish cleaning. No person or community is accused, and no gear is cut, seized, or followed.

## The seasonal comparison

Rushhook invites one safe visit around a specific question: whether the recent storms changed the observed timing. Cal, Neri, and a work-group witness bring Merehaven's concise seasonal record.

The communities compare only dates, water conditions, visible movement, juvenile signs, and observation places. Both retain the outlet-to-Merehaven sequence as a useful working pattern. Neither calls it a law of the whole lake or uses it to claim access, impose a fishing limit, demand labor, or form an alliance.

## Boatcare after the council

Cal continues the maintenance teaching under the ordinary gathering. Younger observers complete supervised inspections and common repairs. The reserve boat remains protected and unlaunched because its missing critical material would still compete with rescue readiness, working boats, racks, or shelter.

The crews produce a requirements record for future fishing and rescue work: stable handling, repairable local construction, safe loading, and workable net or rescue access. It is a record for a later choice, not a build order or a claim of specialized production.
