Causal order

  1. Local safety closures and resource gates take effect.
  2. Early inspections and tests reveal differentiated physical evidence.
  3. NPCs choose cooperation, guarded testimony, or bounded resistance in response to the submitted incentives.
  4. Conditional journeys occur only after local gates: Pell can reach a Northbarrow scout; Venn can reach Ferryend if runoff falls; Merehaven remains local.
  5. No rumor has a supported route between players before the turn closes.

Autonomous actor resolution

  • Dorr uses technical leadership but cannot suppress witnessed toe-stone evidence.
  • Sila delays unilateral movement because the plan gives a real timetable and route process; fodder urgency advances.
  • Beren keeps a legitimate marking role but defends rather than confesses when protected-grove marks are found.

Convergence, rules, and victory review

The four plans independently favor witnessed counts, bounded expert authority, tests before commitment, and temporary institutions. One simultaneous turn is not enough to activate an emergent rule or victory attractor. Record the pattern as an observation only after approved results establish it; do not create a bonus or universal institution.
