Neutral interpretation
The leader deliberately ends the temporary council after a final public account, restores ordinary domain authority, and retains an ordinary gathering without transferring resource control to it. Stored fish, racks, fuel, the closed inlet, Rushhook observation, and boatcare continue under existing keepers. Requirements for a future craft are recorded without authorizing construction.

Recommended outcome
Approve T005-D04:
- The Spring Stewardship Council reads its final account and expires at the stated end condition. Six work groups retain chosen spokespeople for ordinary full-moon gatherings, but the gathering gains no standing control over boats, nets, stores, fuel, food, or sites. Luma, Eska, Varo, and boat captains visibly resume their domains.
- Inspection finds one damp fish load and worn rack lashings. Most of the load is reworked for near-term use, a small loss is recorded, all three racks remain serviceable, and household/emergency fuel and rescue cordage stay protected. Short local fishing matches demonstrated use rather than the former peak.
- The closed entry shows further juvenile improvement in one calm comparison, while a post-storm comparison is noisy and disturbed ground remains. It stays closed; no culprit, reopening, gear action, or lake-wide rule is established.
- A single invited Rushhook exchange compares the seasonal record and storm timing. Both sides retain the outlet-to-Merehaven sequence as a working pattern, not a whole-lake law, access claim, restriction, or alliance.
- Boatcare teaching continues under the ordinary gathering. The reserve boat remains protected and unlaunched for lack of noncompeting critical material. Crews produce a bounded requirements record for future fishing and rescue needs; no build order, patrol authority, or production craft is created.
