Status: GM-only recommendation; all outcomes remain provisional
Intake boundary
All four expected packages are valid, locked, and analyzed against the same canonical start state at Y01-M03. No absence procedure applies. No player submission supplies knowledge of another submission or hidden state.
Direct intersections
No player explicitly seeks another player community, shared player-controlled place, or contested player resource. No direct player-to-player contact, conflict, trade, espionage, or accidental cooperation is recommended.

Resource and timing collisions
- Ridgeford's Northbarrow workers are bounded and do not collide with any other player's labor.
- Hazelstead's Juniper walk uses no player-controlled territory.
- Claybank's Ferryend visit and Merehaven's Rushhook visit use different actors and routes.
- No shared cart, boat, fuel stock, field, ford, or workforce is double-booked across players.
Character-agency resolution order
- Resolve local essential work and safety gates: Ridgeford route/crossing, Hazelstead crop, Claybank fields/care, Merehaven preservation/water.
- Resolve local authority conflicts through each submission's supported institutions: Dorr/Sila/Evin, Beren/Ilya, Rusk/Hobb/Daia, Toren/Varo/Luma.
- Resolve conditional institutional and learning work: watch trial, future-field survey, clay/site test, boatcare/council review.
- Resolve outside-community actions only after their local prerequisites: Northbarrow labor, Juniper walk, Ferryend visit, Rushhook visit.
- Propagate only the exact information those carriers can observe or report.
- Conduct the Turn 3 attractor review without applying an effect.

Knowledge and rumor propagation
- player1 receives no new identifying Claybank information.
- player2 receives no new current Ridgeford information.
- player3 may learn a bounded route description toward the lake and Merehaven, explicitly separated from Seln's rumor. This does not reveal current Merehaven facts.
- player4 may infer a tentative downstream-to-upstream fish timing pattern from direct local and Rushhook observations. The full cycle remains hidden.
- No player learns another player's submission, priorities, internal conflict, or GM-only causal fact.
Convergence review
The charter's Turn 3 opportunity check is satisfied at the level of plausible future routes, not forced contact. Claybank now has a more usable path toward the lake; Ridgeford and Hazelstead each have bounded external relationships that can later transmit names or meeting opportunities; Merehaven has a continuing outlet relationship. Direct player contact remains causally optional.
Attractor review
AT-GWR-WITNESSED-AUTHORITY strengthens through a third turn:
- Ridgeford adds an expiring public watch trial and continues the crossing ledger.
- Hazelstead uses mixed custody, joint witnesses, and a hearing that limits what the walk can decide.
- Claybank converts temporary safety rules into a public, revisable firing compact.
- Merehaven submits its council to representative review and ties burdens to public evidence.
Outside communities now recognize bounded procedures in four separate relationships: Northbarrow compact labor, Juniper witnessed walking, Ferryend witnessed bargains, and Rushhook reciprocal reporting. This is meaningful supporting evidence, but it is not yet a victory candidate because player communities do not compare the pattern, depend on a shared version of it, contest it across clans, or experience a regional consequence. Recommendation: retain HYPOTHESIS, add Turn 3 evidence, and narrow the missing evidence to cross-player comparison/dependency/conflict and regional recognition/consequence. Apply no bonus, rule, score effect, or victory condition.
Elimination and serious-consequence review
