Neutral interpretation
The leader converts the temporary firing protections into a standing shared-firing compact and places Rusk under a two-trial, reviewable limitation without stripping his molds or teaching role. Fields, drainage, injury care, and the closed kiln quarter remain protected. One further hand-carried upstream-clay batch may be prepared, fired at a dry site, and tested for small-vessel performance. Hobb and Rusk separately survey future sites. Venn and Miri may make a no-promise informational visit to Ferryend after local priorities are staffed.

The public accountability decision creates justified status loss for Rusk, but violence or sabotage is unsupported. His expertise, household property, causal defense, and explicit restoration path give him a stronger incentive to comply and contest through review.
Recommended outcome
Approve T003-D03 as follows:
- Claybank adopts the three shared-firing rules as a standing, publicly revisable compact. Rusk accepts the finding that his order materially increased danger while continuing to reject sole-cause blame. He complies with the named tender and worker-stop authority during the month's authorized firing, counting as the first of the two review trials under the new consequence.
- Field tending and the shallow diversion remain stable through ordinary maintenance; the soft lower edge is not forced. The more mobile injured worker resumes only light chosen work. The more seriously injured worker improves to limited supported movement late in the month but receives no heavy assignment. The old quarter and clay path remain closed.
- A hand-carried upstream batch produces a small matched set with a majority of pieces sound after cooling, while at least one crack, warp, or seep failure preserves uncertainty. The evidence supports further small-vessel testing and careful household use of successful pieces, not food-storage certification, production, cart extraction, or a rebuild.
- Hobb and Rusk identify one promising dry terrace area and one easier but drainage-risked alternative. Their separate route and material reports expose real tradeoffs; no site is claimed and no construction begins.
- Venn and Miri complete the daylight Ferryend visit. Seln explains witnessed arrival practice and per-crossing bargaining, and distinguishes a route he knows toward the lake from claims he knows only by report. Claybank gains a better bounded description of how Merehaven might eventually be approached, but no current Merehaven condition, leader, promise, or direct contact.
