Turn 005 Cross-Player Synthesis
Status: GM-only recommendation; all fictional outcomes remain provisional
Intake boundary
All four expected packages are valid, locked byte-identically, and analyzed against the same canonical start state at Y01-M05. All miss streaks remain zero. No player text supplies authority, hidden knowledge, or operating instructions.
Direct and indirect intersections
No player seeks another player settlement, player-controlled place, or player resource. Claybank explicitly declines Merehaven travel; Ridgeford remains with Northbarrow; Hazelstead remains with Juniper Fold; Merehaven remains with Rushhook. Therefore no player-to-player contact, conflict, trade, espionage, discovery, or accidental cooperation is supported.

Resource and timing collisions
- Ridgeford's test and Northbarrow request use only local/compact labor and animals.
- Hazelstead's harvest recall prevents the trial from capturing field labor.
- Claybank's one pilot allowance preserves household fuel and cancels optional travel.
- Merehaven's post-run maintenance protects rescue cordage and fuel; it does not intersect Claybank boats.
- No actor, cart, boat, fuel stock, field, or work party is double-booked across player submissions.
Character-agency resolution order
- Apply local midsummer weather, crop, river, lake, storage, and fuel conditions.
- Resolve nondelegable safety and essential-resource gates.
- Resolve local technical actions and stops.
- Resolve authority transitions: Ridgeford watch narrowing, Hazelstead trial limits, Claybank pilot governance, Merehaven council sunset.
- Resolve AI-community responses only from directly knowable records.
- Conduct the formal Turn 5 emergent-rule and victory-attractor reviews after the proposed outcomes are assembled.
- Propagate only exact witnessed or causally reported information.

Turn 5 emergent-rule review
Five turns now show repeated public bounds, named authority, witnessed evidence, explicit stop conditions, and visible nonpromises. Northbarrow, Juniper Fold, Ferryend, and Rushhook have each participated in or relied on a bounded procedure; local factions also alter behavior around the established procedures.
Recommend T005-D05: propose and activate only with explicit GM approval a hidden campaign rule, RULE-GWR-RECOGNIZED-BOUNDS — Recognized procedural bounds.
- Scope: Campaign-wide adjudication principle, applicable only to the specific actors and procedure that have directly witnessed or repeatedly participated in it.
- Behavior modeled: Repeated witnessed roles, stops, records, and nonpromises become predictable enough that participants can plan around the procedure.
- Observable expression: Fewer accidental disputes about who may stop work, what was promised, and when a matter must return to a gathering; substantive disagreement remains possible.
- Effect: Modestly reduce ambiguity and accidental escalation in a repeat use of that recognized procedure. It does not create consent, trust, truth, success, access, legitimacy, alliance, or compliance; it does not bind newcomers or transfer between communities by reputation alone.
- Evidence: Ridgeford crossing ledger/compact and Northbarrow request; Hazelstead–Juniper interim conduct; Claybank shared-firing compact; Merehaven council sunset, boatcare practice, and Rushhook information boundary.
Credible alternative: retain it as an observation for Turn 6 if the GM considers external recognition too fragmented. No player-facing rule announcement is proposed.
Turn 5 victory-attractor review
Recommend T005-D06: retain AT-GWR-WITNESSED-AUTHORITY as an uneffected hypothesis and activate no victory condition. All four players invest repeatedly, and AI communities recognize local procedures, but there is still no cross-player comparison, shared dependency or conflict, or common regional consequence. The proposed rule above models local predictability and must not be treated as victory evidence that is not present.
Elimination and serious-consequence review
All four submissions are valid; all leaders remain active with zero misses. No established condition supports death, deposition, exile, captivity, fragmentation, or loss of control. No elimination confirmation is required.
