  • Decision: Whether five turns of repeated witnessed procedures justify a narrow hidden emergent rule.
  • Established facts: Ridgeford/Northbarrow repeatedly use a public crossing ledger, conditions, and nonpromises; Hazelstead/Juniper preserve witnessed interim conduct; Claybank uses a standing shared-firing compact; Merehaven sunsets a bounded council and maintains bounded boatcare/Rushhook exchange. Participants increasingly act around named stops and remand points.
  • Recommendation: Approve a hidden active rule RULE-GWR-RECOGNIZED-BOUNDS, Recognized procedural bounds. In repeat use by actors who directly witnessed or participated in the specific procedure, modestly reduce ambiguity and accidental escalation about roles, stops, records, nonpromises, and remand. The rule creates no consent, truth, success, access, legitimacy, alliance, compliance, or effect on newcomers.
  • Alternative A: Keep it PROPOSED but inactive through Turn 6.
  • Alternative B: Reject it and retain the evidence only inside each institution/relationship.
  • Downstream: Approval requires a separate rule-activation record and canonical rule entry during result reconciliation. It should remain hidden and become observable only through reliable procedural behavior.

T005-D06 — Turn 5 witnessed-authority victory review

  • Type: RULE_OR_VICTORY
  • Affected: player1, player2, player3, player4
  • Decision: Whether AT-GWR-WITNESSED-AUTHORITY is mature enough to govern victory.
  • Established facts: All four leaders have invested across multiple turns and local AI communities recognize bounded procedures. There is still no player-to-player comparison, shared dependency/conflict, or common regional consequence.
  • Recommendation: Retain the attractor as an uneffected HYPOTHESIS; add Turn 5 evidence but activate no victory condition.
  • Alternative: Retire the attractor if the GM believes the campaign has shown governance style without a competitive attractor.
  • Downstream: No player-visible victory announcement, ranking, bonus, or automatic effect.
  • Elimination / rule: No elimination. T005-D05 remains independent.

T005-D01 — Ridgeford certification, request, route, and watch

  • Type: GROUPED_REVERSIBLE
  • Affected: player1
  • Established facts: The western repair passed unladen/light tests after settling; Northbarrow has an earned conditional request; the upland route is proven but rain-limited; the watch has completed two bounded months.
  • Recommendation: After one thunderstorm delay, certify the crossing only for small supervised cattle groups in stable conditions following repeated successful tests and one approach-stone reset. Preserve Evin's closures. Let Northbarrow formally make its eligible seasonal request under unchanged terms, without unrestricted passage or title. Continue the rain-limited route. Narrow the watch to useful warning/arrival/message/alarm posts with no coercive powers or new arms.
  • Alternative: A test reveals unacceptable movement, leaving the crossing light-load only and requiring another repair phase.
  • Downstream: Conditional passage capability becomes real; Northbarrow's request must later be scheduled, not assumed.

T005-D02 — Hazelstead stores, partial harvest, trial, and conduct

  • Type: GROUPED_REVERSIBLE
  • Affected: player2
  • Established facts: Early stores are source-separated; most grain was still growing; the reserve is sealed; only a removable site trial is authorized; Juniper conduct settles no title.
  • Recommendation: Catch and isolate one warm/insect-affected store pocket; bring in several newly ready plots and one storm-threatened lower-quality share while leaving much grain standing; preserve the reserve. Complete a bounded dry-site approach record, then stop when storm runoff exposes a drainage/maintenance cost. Fell no tree and create no allocation. Maintain Juniper conduct without permanent terms.
  • Alternative: Wetter conditions force the site trial to stop before it produces a useful cost record.
  • Downstream: Better food and site evidence, not a full harvest or clearing authority.

T005-D03 — Claybank fields, terrace pilot, and travel cancellation

  • Established facts: Small controlled batches are repeatable; the dry terrace is preferred and lightly prepared; fields and household fuel remain prior; production and construction are unauthorized.
  • Recommendation: Protect field and household claims; repair one storm-exposed drainage weakness; verify only one fuel allowance; build and safely fire a reversible pilot with a trained backup tender. Most non-food pieces are sound with visible defects. Prove only one controlled terrace batch and teachable routine. Cancel the optional Ferryend crossing when field release and river safety fail to align.
  • Alternative: Damp fuel never clears the protected floor; complete drainage/inventory only and defer the pilot.
  • Downstream: Bounded pilot capacity, not a production kiln, food certification, extraction program, or standing delivery.

T005-D04 — Merehaven handoff, stores, inlet, exchange, and boatcare

  • Type: GROUPED_REVERSIBLE
  • Affected: player4
  • Established facts: The preservation surge ended; the council has an explicit sunset; one inlet remains locally deficient; Rushhook exchange is information-only; the reserve boat lacks noncompeting critical material.
  • Recommendation: Complete the public account and sunset the council; retain ordinary gatherings without resource jurisdiction. Rework most of one damp fish load, record a small loss, maintain racks/fuel/rescue cordage, and limit fishing to demonstrated use. Keep the inlet closed after mixed calm/storm observations. Conduct one invited seasonal Rushhook comparison under the existing noncommitment boundary. Continue boatcare and requirements records; do not launch or build.
  • Alternative: Storm conditions cancel the Rushhook trip; the seasonal report remains ready without relationship penalty.
  • Downstream: Clean institutional handoff and maintained capabilities without permanent office or production craft.

Consolidated recommendation

Approve T005-D01 through T005-D04 as recommended. Separately approve T005-D05 only if the narrow recognition effect is desired; approve T005-D06's no-promotion finding. No elimination is proposed.
