Turn 004 — Convert Preparation into Capacity
Ridgeford will maintain what worked and convert preparation into a durable advantage when the river permits it. The stock route remains a seasonal, measured path; the western core remains closed to cattle until Dorr and Evin jointly certify a completed repair. The watch continues as a public safety service, not as a pretext for creating a permanent armed class.
Priority 1 — Use the safe-water interval or preserve the work for it
Evin makes the first call each work period. He reports whether current, footing, lines, and weather are within the safe window Dorr's plan requires. If he says they are not, no one opens the foundation: Dorr's crew and the named Northbarrow party continue only with stone selection, approach maintenance, tool and line repair, and other work above unsafe ground. Preparation is useful work; it is not permission to take a second risk.
If Evin certifies the window, Dorr leads the next bounded phase of the cattle-safe rebuild. He opens only the planned section, keeps a clear withdrawal route, and uses the prepared stone and recorded labor in the sequence he presented. Evin controls ropes, current markers, bank access, and the stop call. A worker who sees shifting stone, footing, or line may call an immediate pause; Dorr and Evin decide whether work resumes. Mara witnesses the stone count, grain issue, Northbarrow roster, and Dorr's restoration contribution. No cattle test occurs until the load-bearing work is complete, settled, and has passed repeated unladen and light-load tests under Evin's limits.
Northbarrow receives a plain progress report before any material change in certification conditions. Its named workers remain the only outside labor admitted under the compact. Their labor earns the already-witnessed future request for seasonal passage if certification succeeds; it does not purchase early access, meadow rights, or a voice over Ridgeford's safety decisions. If the compact is breached, the work party stops and I convene witnesses before any restart.
Sila keeps the upland route open only to the demonstrated sustainable load. She records group size, spacing, rain closures, wear at the soft bend, and whether additional animals can be held below without exhausting fodder. No one widens the path or increases herd size by assertion. If the route deteriorates, she closes it before an animal is lost and brings the specific holding and fodder requirement to Mara and me. The western crossing remains the fallback for people and light loads only.
Priority 2 — Make the watch routine fair, useful, and limited
Pell continues as message and roster coordinator for one more month, not as an independent security commander. The six-person roster is renewed only after each household's share is posted and no reliable family carries a hidden excess. The duty remains short daylight and first/last-light observation at the crossing approach, stock-route departure, and settlement approach, with one pair reserve. Pell records hazards, visitors, route damage, and time taken from essential work. A weekly review can exchange duties or suspend a location when the river or work front changes.
The two audible alarm points and the dry gathering place remain in service. Orra checks their condition after shelter work is covered. The short unfamiliar-arrival signal and repeated-danger signal are rehearsed once publicly. On a danger signal, households account for children, animals, and stores; the watch sends word; and the relevant lead—Evin for river and crossing, Sila for stock, Dorr for a work-front hazard, or me for an outside dispute—takes charge. The watch observes, warns, escorts withdrawal, and waits for authority. It does not chase strangers, impose punishment, or search a household without a stated public reason.
Outside access remains controlled by the ledger. Named Northbarrow workers enter with their roster and a Ridgeford host; unfamiliar traders wait at the approach until a witnessed host and purpose exist. No visitor enters the store area without Mara's recorded reason. This is leverage through predictable control: a group that wants reliable passage must work through Ridgeford's terms, while a group that refuses simply waits or leaves.
Equipment and capability maintenance
Orra and Pell inspect the trial staffs and two shields before the watch renews. The loosened shield fastening is repaired or the shield is removed from service; no new equipment is made unless Orra identifies genuine surplus after shelter, route, rope, and crossing needs. There is no metal weapon or armor project this month. Pell repeats only the demonstrated drills: warning, holding space while people withdraw, escorting noncombatants, and handing authority to the correct lead. If the equipment cannot be maintained, we discard it rather than create false confidence.
Accountability and review
Dorr's named stone-and-skilled-labor restitution is entered as a distinct obligation and credited as it is completed. Mara publishes the crossing, grain, labor, route, visitor, and watch records to witnesses at month's end. I will personally inspect the safe-water decision, chair any compact dispute, and hear complaints about watch burden. The month-end decision requires evidence of: foundation progress or a documented safety delay; stock-route sustainable capacity; Northbarrow compliance; watch incidents and household cost; and usable equipment condition. Only then will Ridgeford decide whether to continue the rebuild phase, renew the watch unchanged, reduce it, or direct more labor to food, shelter, or route resilience.
