Status: GM-only recommendation; all fictional outcomes remain provisional

Intake boundary

All four expected packages are valid, locked, and analyzed against the same canonical start state at Y01-M04. No absence procedure applies. No player submission supplies knowledge of another submission or hidden state.

Shared seasonal conditions

Early summer brings warm growth, more stable travel, and more workable river and ground intervals. It also begins stronger labor competition, insect pressure, and clean-water risk. The Whiteback run offers a diminishing or uneven tail after its late-spring strength. These are correlated environmental effects, not player interactions.

Direct intersections

No player seeks another player community, player-controlled place, or shared player resource. Claybank explicitly declines a lakeward journey; Merehaven exchanges observations only with Rushhook; Hazelstead stays with Juniper Fold; Ridgeford stays with Northbarrow. No direct player-to-player contact, conflict, trade, espionage, or accidental cooperation is recommended.

Resource and timing collisions

  • Ridgeford and Northbarrow use only the compact's named labor; no player-controlled labor is shared.
  • Hazelstead's harvest, hearing, and Juniper walk do not enter Ridgeford territory or require Ridgeford action.
  • Claybank's single Ferryend crossing does not continue toward Longmere and cannot intersect Merehaven's boats.
  • Merehaven's Rushhook visit remains within the established outlet relationship.
  • No cart, boat, fuel stock, field, ford, workforce, or named actor is double-booked across player submissions.

Character-agency resolution order

  1. Apply the early-summer envelope locally: Ridgeford river window, Hazelstead crop maturity, Claybank ground and field release, Merehaven tail-run and fuel.
  2. Resolve essential safety and resource gates before optional work.
  3. Resolve local authority reviews: Dorr/Evin/Sila, Beren/Ilya/Nessa, Rusk/Hobb/Daia/Alin, Toren/Varo/Luma/Eska.
  4. Resolve institutional renewals or transitions: Ridgeford watch, Hazelstead field trial, Claybank shared-firing authority, Merehaven council sunset.
  5. Resolve external AI-community actions only after local prerequisites.
  6. Propagate only the exact information directly observed or causally reported.

Knowledge and privacy findings

  • player1 learns only Ridgeford and Northbarrow-observable facts.
  • player2 learns only Hazelstead and Juniper-observable facts; Ava conveys no current Ridgeford condition.
  • player3 learns only Ferryend-local firsthand hazards and retains the already known general lakeward route.
  • player4 gains a stronger but still tentative observed outlet-to-inlet sequence and no whole-lake model.
  • Toren's winter-net order, Rusk's concealed primary-cause fact, AI leaders' hidden strategies, the full Whiteback cycle, and every other player's submission remain protected.

Attractor and emergent-rule review

Turn 4 adds further evidence to witnessed bounded authority: Ridgeford renews a limited public routine; Hazelstead uses a costed household choice and interim bilateral conduct; Claybank turns a review sanction into durable shared safety governance; Merehaven gives its council a named sunset. AI communities continue to recognize these procedures.

This still lacks player-to-player comparison, shared dependency or conflict, and regional consequence. The scheduled next formal review is after Turn 5. Recommendation: record supporting evidence only after adjudication, keep AT-GWR-WITNESSED-AUTHORITY an uneffected HYPOTHESIS, and activate no rule, bonus, or victory condition.

Elimination and serious-consequence review

  • Four valid submissions reset or preserve all miss streaks at zero.
  • No established condition supports death, deposition, captivity, exile, or loss of control.
  • No elimination docket is required.
